The early 1980s was the end of the "NeoIce Age", not the late 1970s -- remember Nuclear Winters? That was a big concern in the early 1980s, when the whole NIA concern was still in effect. The idea was that a nuclear exchange would teeter the earth from its precarious position at the edge of an ice age into a full-blown one.
