Obama Past His Shelf Life

Johns Hopkins Prof. Fouad Ajami has a scathing critique of Obama in the WSJ, pronouncing him obsolete. Here are a few snippets:

. . . [Obama's] fall from political grace has been as swift as his rise a handful of years ago. He had been hot political property in 2006 and, of course, in 2008. But now he will campaign for his party's 2010 candidates from afar, holding fund raisers but not hitting the campaign trail in most of the contested races. Those mass rallies of Obama frenzy are surely of the past.

The vaunted Obama economic stimulus, at $862 billion, has failed. The "progressives" want to double down, and were they to have their way, would have pushed for a bigger stimulus still. But the American people are in open rebellion against an economic strategy of public debt, higher taxes and unending deficits. We're not all Keynesians, it turns out. The panic that propelled Mr. Obama to the presidency has waned. There is deep concern, to be sure. But the Obama strategy has lost the consent of the governed.

. . . There was no hesitation in the monumental changes Mr. Obama had in mind. The logic was Jacobin, the authority deriving from a perceived mandate to recast time-honored practices. It was veritably rule by emergency decrees. If public opinion displayed no enthusiasm for the overhaul of the nation's health-care system, the administration would push on. The public would adjust in due time.

The nation may be ill at ease with an immigration reform bill that would provide some 12 million illegal immigrants a path toward citizenship, but the administration would still insist on the primacy of its own judgment. It would take Arizona to court, even though the public let it be known that it understood Arizona's immigration law as an expression of that state's frustration with the federal government's abdication of its responsibility over border security. . . .

. . . The country has had its fill with a scapegoating that knows no end from a president who had vowed to break with recriminations and partisanship. The magic of 2008 can't be recreated, and good riddance to it. Slowly, the nation has recovered its poise. There is a widespread sense of unstated embarrassment that a political majority, if only for a moment, fell for the promise of an untested redeemer—a belief alien to the temperament of this so practical and sober a nation.

I share the professor's diagnosis, though I am less sure of his long-term prognosis. People are spitting blood today, but 2012 is still too far away to judge the likely public mood. I look upon this as the ultimate test of Lincoln's hypothesis, you can fool some of the people all of the time and all of the people of the time, but not all of the people all of the time.

Obama and The War Of Ideas Against The Jihadists


Our war against radical Islam has always been a two front war. We have succeeded to this point in the physical war against radical Islam. We are losing completely in the equally if not more important of the two wars - the war of ideas. We are doing nothing to beat back jihadism on the ideological plane. What was unforgivable cowardice under George Bush has been made worse under the anti-American fantasy of Obama.

Yesterday, Tom Friedman and Fouad Ajami wrote about different aspects of the war of ideas. Friedman writes that the jihadi narrative - that the U.S. is at war with all of Islam and responsible for the many ills of the Arab world - has now saturated the Muslim world. Ajami writes that Obama's prostration before the Arab world, apologizing for the sins of America and whitewashing the Arab world of responsibility for its plight, have fallen flat, not merely engendering no upturn in support for America, but causing disillusionment.

Friedman, writing at the NYT, gives us his opinion of the Maj. Nadal Hassan mass murder at Fort Hood. As he sees it, Hassan was fully infected by the jihadist narrative, and that narrative has now become ascendant in the Muslim world:

The Narrative is the cocktail of half-truths, propaganda and outright lies about America that have taken hold in the Arab-Muslim world since 9/11. Propagated by jihadist Web sites, mosque preachers, Arab intellectuals, satellite news stations and books — and tacitly endorsed by some Arab regimes — this narrative posits that America has declared war on Islam, as part of a grand “American-Crusader-Zionist conspiracy” to keep Muslims down.

Yes, after two decades in which U.S. foreign policy has been largely dedicated to rescuing Muslims or trying to help free them from tyranny — in Bosnia, Darfur, Kuwait, Somalia, Lebanon, Kurdistan, post-earthquake Pakistan, post-tsunami Indonesia, Iraq and Afghanistan — a narrative that says America is dedicated to keeping Muslims down is thriving.

Although most of the Muslims being killed today are being killed by jihadist suicide bombers in Pakistan, Iraq, Afghanistan and Indonesia, you’d never know it from listening to their world. The dominant narrative there is that 9/11 was a kind of fraud: America’s unprovoked onslaught on Islam is the real story, and the Muslims are the real victims — of U.S. perfidy.

Have no doubt: we punched a fist into the Arab/Muslim world after 9/11, partly to send a message of deterrence, but primarily to destroy two tyrannical regimes — the Taliban and the Baathists — and to work with Afghans and Iraqis to build a different kind of politics. In the process, we did some stupid and bad things. But for every Abu Ghraib, our soldiers and diplomats perpetrated a million acts of kindness aimed at giving Arabs and Muslims a better chance to succeed with modernity and to elect their own leaders.

The Narrative was concocted by jihadists to obscure that.

It’s working. As a Jordanian-born counterterrorism expert, who asked to remain anonymous, said to me: “This narrative is now omnipresent in Arab and Muslim communities in the region and in migrant communities around the world. . . .

Ajami, writing in the WSJ, tells us:

[Obama] has not made the world anew, history did not bend to his will, the Indians and Pakistanis have been told that the matter of Kashmir is theirs to resolve, the Israeli-Palestinian conflict is the same intractable clash of two irreconcilable nationalisms, and the theocrats in Iran have not "unclenched their fist," nor have they abandoned their nuclear quest.

There is little Mr. Obama can do about this disenchantment. He can't journey to Turkey to tell its Islamist leaders and political class that a decade of anti-American scapegoating is all forgiven and was the product of American policies—he has already done that. He can't journey to Cairo to tell the fabled "Arab street" that the Iraq war was a wasted war of choice, and that America earned the malice that came its way from Arab lands—he has already done that as well. He can't tell Muslims that America is not at war with Islam—he, like his predecessor, has said that time and again.

It was the norm for American liberalism during the Bush years to brandish the Pew Global Attitudes survey that told of America's decline in the eyes of foreign nations. Foreigners were saying what the liberals wanted said.

Now those surveys of 2009 bring findings from the world of Islam that confirm that the animus toward America has not been radically changed by the ascendancy of Mr. Obama. In the Palestinian territories, 15% have a favorable view of the U.S. while 82% have an unfavorable view. The Obama speech in Ankara didn't seem to help in Turkey, where the favorables are 14% and those unreconciled, 69%. In Egypt, a country that's reaped nearly 40 years of American aid, things stayed roughly the same: 27% have a favorable view of the U.S. while 70% do not. In Pakistan, a place of great consequence for American power, our standing has deteriorated: The unfavorables rose from 63% in 2008 to 68% this year.

Mr. Obama's election has not drained the swamps of anti-Americanism. That anti-Americanism is endemic to this region, an alibi and a scapegoat for nations, and their rulers, unwilling to break out of the grip of political autocracy and economic failure. It predated the presidency of George W. Bush and rages on during the Obama presidency.

We had once taken to the foreign world that quintessential American difference—the belief in liberty, a needed innocence to play off against the settled and complacent ways of older nations. The Obama approach is different.

Steeped in an overarching idea of American guilt, Mr. Obama and his lieutenants offered nothing less than a doctrine, and a policy, of American penance. No one told Mr. Obama that the Islamic world, where American power is engaged and so dangerously exposed, it is considered bad form, nay a great moral lapse, to speak ill of one's own tribe when in the midst, and in the lands, of others. . . .

Both of the above articles highlight a theme sounded repeatedly on this blog - it is incumbent on our leaders to be honest with our nation and with Muslims. It is incumbent that they identify the source of radicalism in the Muslim world and honestly name it. It is incumbent that they explain the threat and shine a blinding light on this cancer.

As I wrote almost two years ago:

Without identifying the source of "radical Islam" and shining a light on all of the relevant aspects of the source, we are incapable of developing a coherent national and international strategy to that will meet and defeat this cancer. Identifying the source of radical Islam and explaining about it to America is a fundamental duty of our government. And on this, our government has failed.

This failure has other significant ramifications. It leaves our populace without the knowledge to distinguish between a particularly dangerous ideology and a benign one - both of them being interspersed among us and throughout the world. This will lead to a tendency to lump all Muslims under one banner [note - this is precisely what Obama did in his Cairo speach]. Most critically, it will marginalize and cut off from support those Muslims who would fight against the Salifization of their religion. And indeed, as this is in large measure an ideological struggle, it it the fight they will wage that will determine the future of Islam. We need to insure they win over Salafi Islam.

And there is yet another critical aspect to the the governments use of euphanisms to describe "radical Islam." It falsely implies that radical Islam is merely an anamoly. By doing that, our government provides cover for Wahhabi / Salafi Islamists to continue to spread their ideology free of criticism and publicity. This only allows the problems created by that Salafi Islam to fester and metastasize. It will only compounds the costs that we will eventually have to pay if and when things get to a point where some action must be taken against these purveyors of hatred, death and triumphalism.

If anyone has any doubts that the Salafi/Wahhabi sect is the font of jihadism, please see this short autobiography from former terrorist, Tawfiq Hamid.

Bush failed in his duty, likely because naming Salafism / Wahhabism was considered too impolitic. Obama, on the other hand, seems dangerously clueless. His Muslim "advisors" are, according to Zuhdi Jasser, stacked with "political Islamists" and, indeed, one not long ago spoke out in favor of shariah law. His Cairo speech treating Salafi terrorists and apolitical Muslim as the same - equal members in a single Muslim ummah - was a disaster. He did nothing more in that speech then reiterate the "Narrative" and then excuse Arab regimes for the failings with ridiculous claims of moral equivalence. We now see its resonance.

The bottom line of all of this is that we could stay in Iraq and Afghanistan for the next half century and still not defeat the threat of "radical Islam." We can't because it is an idea, and until we engage in the war of ideas, we can expect the threat from radical salafists to continue to metastasize. Indeed, under Obama, it seems to be growing apace.

A Requiem For Arab Civilization - & Distorted Beliefs


Arabs, perhaps the most imperealist race in history after they came under Islam, at one time produced great societies that led the world in culture and science. That era ended over a millenia ago, followed thereafter by an unbroken decline. The facts of this decline today include:

- "[A]ll [360 million] Arabs combined [have] a smaller manufacturing capacity than Finland with its five million people."

- "a vast Arabic-speaking world translated into Arabic a fifth of the foreign books that Greece with its 11 million people translates."

- "With all the oil in the region, tens of millions of Arabs [are] living below the poverty line."

- "Oil is no panacea for these lands. The unemployment rates for the Arab world as a whole are the highest in the world, and no prophecy could foresee these societies providing the 51 million jobs the UNDP report says are needed by 2020 to “absorb young entrants to the labor force who would otherwise face an empty future.”"

And what of the cause of this backwardness, this decay and decline. To an objective observer, the answers begin and end with the Arabs themselves, but to today's Arab intellectual - why its the United States of course. This from Johns Hopkins Prof. Fouad Ajami, writing in the WSJ:

We are now in the midst of one of those periodic autopsies of the Arab condition. The trigger is the publication last month of the Arab Human Development Report 2009, the fifth of a series of reports by the by the United Nations Development Program (UNDP) on the state of the contemporary Arab world.

The first of these reports, published in 2002, was treated with deference. A group of Arab truth-tellers, it was believed, had broken with the evasions and the apologetics to tell of the sordid condition of Arab society—the autocratic political culture, the economic stagnation, the cultural decay. . . .

The simple truth is that the Arab world has terrible rulers and worse oppositionists. There are autocrats on one side and theocrats on the other. A timid and fragile middle class is caught in the middle between regimes it abhors and Islamists it fears.

Indeed, the technocrats and intellectuals associated with these development reports are themselves no angels. On the whole, they are unreconstructed Arab nationalists. The patrons of these reports are the likes of the Algerian diplomat Lakhdar Brahimi and the Palestinian leader Hanan Ashrawi, intellectuals and public figures whose stock-in-trade is presumed Western (read American) guilt for the ills that afflict the Arabs. Anti-Americanism suffuses this report, as it did the earlier ones.

There is cruelty and plunder aplenty in the Arab world, but these writers are particularly exercised about Iraq. “This intervention polarized the country,” they say of Iraq. This is a myth of the Arabs who are yet to grant the Iraqis the right to their own history: There had been a secular culture under the Baath, they insist, but the American war begot the sectarianism. To go by this report, Iraq is a place of mayhem and plunder, a land where militias rule uncontested.

For decades, it was the standard argument of the Arabs that America had cast its power in the region on the side of the autocrats. In Iraq in 2003, and then in Lebanon, an American president bet on the freedom of the Arabs. George W. Bush’s freedom agenda broke with a long history and insisted that the Arabs did not have tyranny in their DNA. A despotism in Baghdad was toppled, a Syrian regime that had all but erased its border with Lebanon was pushed out of its smaller neighbor, bringing an end to three decades of brutal occupation. The “Cedar Revolution” that erupted in the streets of Beirut was but a child of Bush’s diplomacy of freedom.

Arabs know this history even as they say otherwise, even as they tell the pollsters the obligatory things about America the pollsters expect them to say. True, Mr. Bush’s wager on elections in the Palestinian territories rebounded to the benefit of Hamas. But the ballot is not infallible, and the verdict of that election was a statement on the malignancies of Palestinian politics. It was no fault of American diplomacy that the Palestinians, who needed to break with a history of maximalist demands, gave in yet again to radical temptations.

Now the Arabs are face to face with their own history. Instead of George W. Bush there is Barack Hussein Obama, an American leader pledged to a foreign policy of “realism.” The Arabs express fondness for the new American president. In his fashion (and in the fashion of their world and their leaders, it has to be said) President Obama gave the Arabs a speech in Cairo two months ago. It was a moment of theater and therapy. The speech delivered, the foreign visitor was gone. He had put another marker on the globe, another place to which he had taken his astounding belief in his biography and his conviction that another foreign population had been wooed by his oratory and weaned away from anti-Americanism.

The crowd could tell itself that the new standard-bearer of the Pax Americana was a man who understood its concerns, but the embattled modernists and the critics of autocracy knew better. There is no mistaking the animating drive of the new American policy in that Greater Middle East: realism and benign neglect, the safety of the status quo rather than the risks of liberty. (If in doubt, the Arabs could check with their Iranian neighbors. The Persians would tell them of the new mood in Washington.)

One day an Arab chronicle could yet be written, and like all Arab chronicles, it would tell of woes and missed opportunities. It would acknowledge that brief interlude when American power gave Arab autocracies a scare, and when a despotism in Baghdad and a brutal “brotherly” occupation in Beirut were laid to waste. The chroniclers would have to be an honest lot. They would speak the language of daily life, and the truths that Arabs have seen and endured in recent years. On that day, the “human development reports” would be discarded, their writers seen for the purveyors of double-speak and half-truths they were.

Read the entire article. Arab culture of today is, for me at least, summed up in the picture at the top of this post. It is a culture consumed by Wahhabi and Khomeinist radicalism, that has at its core not the advancement of their own society, but the conquering of Israel and the West. It is morally and intellectually bankrupt. It is a culture that is largely undisturbed by the autocrats whose sole concern is maintaining their own wealth and plunder. Perhaphs the one hope for Arabs in the Middle East is Iraq if it is able to devolp a stable, secular democracy. But that is what both the despots and the Islamists fear, and thus Iraq will only, if ever, achieve such a state at tremendous cost and against constant, mortal opposition.

The Iraq Effect


Johns Hopkins Professor Fouad Ajami takes stock of the war in Iraq and its larger effects in the war on terror as he ponders why anyone would think that anything from 2003 is relevant to the question of what we should do in the reality of 2008?

Of all that has been written about the play of things in Iraq, nothing that I have seen approximates the truth of what our ambassador to Baghdad, Ryan Crocker, recently said of this war: "In the end, how we leave and what we leave behind will be more important than how we came."

It is odd, then, that critics have launched a new attack on the origins of the war at precisely the time a new order in Iraq is taking hold. But American liberal opinion is obsessive today. . . .

Mr. McClellan wades into the deep question of whether this war was a war of "necessity" or a war of "choice." He does so in the sixth year of the war, at a time when many have forgotten what was thought and said before its onset. The nation was gripped by legitimate concern over gathering dangers in the aftermath of 9/11. Kabul and the war against the Taliban had not sufficed, for those were Arabs who struck America on 9/11. A war of deterrence had to be waged against Arab radicalism, and Saddam Hussein had drawn the short straw. He had not ducked, he had not scurried for cover. He openly mocked America's grief, taunted its power.

We don't need to overwork the stereotype that Arabs understand and respond to the logic of force, but this is a region sensitive to the wind, and to the will of outside powers. Before America struck into Iraq, a mere 18 months after 9/11, there had been glee in the Arab world, a sense that America had gotten its comeuppance. There were regimes hunkering down, feigning friendship with America while aiding and abetting the forces of terror.

Liberal opinion in America and Europe may have scoffed when President Bush drew a strict moral line between order and radicalism – he even inserted into the political vocabulary the unfashionable notion of evil – but this sort of clarity is in the nature of things in that Greater Middle East. It is in categories of good and evil that men and women in those lands describe their world. The unyielding campaign waged by this president made a deep impression on them.

Nowadays, we hear many who have never had a kind word to say about the Iraq War pronounce on the retreat of the jihadists. It is as though the Islamists had gone back to their texts and returned with second thoughts about their violent utopia. It is as though the financiers and the "charities" that aided the terror had reconsidered their loyalties and opted out of that sly, cynical trade. Nothing could be further from the truth. If Islamism is on the ropes, if the regimes in the saddle in key Arab states now show greater resolve in taking on the forces of radicalism, no small credit ought to be given to this American project in Iraq.

We should give the "theorists" of terror their due and read them with some discernment. To a man, they have told us that they have been bloodied in Iraq, that they have been surprised by the stoicism of the Americans, by the staying power of the Bush administration.

There is no way of convincing a certain segment of opinion that there are indeed wars of "necessity." A case can always be made that an aggressor ought to be given what he seeks, that the costs of war are prohibitively high when measured against the murky ways of peace and of daily life.

. . . In the narrow sense of command and power, this war in Iraq is Mr. Bush's war. But it is an evasion of responsibility to leave this war at his doorstep. This was a war fought with congressional authorization, with the warrant of popular acceptance, and the sanction of United Nations resolutions which called for Iraq's disarmament. It is the political good fortune (in the world of Democratic Party activists) that Sen. Barack Obama was spared the burden of a vote in the United States Senate to authorize the war. By his telling, he would have us believe that he would have cast a vote against it. But there is no sure way of knowing whether he would have stood up to the wind.

With the luxury of hindsight, the critics of the war now depict the arguments made for it as a case of manipulation and deceit. This is odd and misplaced: The claims about Iraq's weapons of mass destruction were to prove incorrect, but they were made in good faith.

It is also obtuse and willful to depict in dark colors the effort made to "sell" the war. Wars can't be waged in stealth, and making the moral case for them is an obligation incumbent on the leaders who launch them. If anything, there were stretches of time, and critical turning points, when the administration abdicated the fight for public opinion.

Nor is there anything unprecedented, or particularly dishonest, about the way the rationale for the war shifted when the hunt for weapons of mass destruction had run aground. True, the goal of a democratic Iraq – and the broader agenda of the war as a spearhead of "reform" in Arab and Muslim lands – emerged a year or so after the onset of the war. But the aims of practically every war always shift with the course of combat, and with historical circumstances. Need we recall that the abolition of slavery had not been an "original" war aim, and that the Emancipation Proclamation was, by Lincoln's own admission, a product of circumstances? A war for the Union had become a victory for abolitionism.

America had not been prepared for nation-building in Iraq; we had not known Iraq and Iraqis or understood the depth of Iraq's breakdown. But there was nothing so startling or unusual about the connection George W. Bush made between American security and the "reform" of the Arab condition. As America's pact with the Arab autocrats had hatched a monster, it was logical and prudent to look for a new way.

. . . It is not easy to tell people of threats and dangers they have been spared. The war put on notice regimes and conspirators who had harbored dark thoughts about America and who, in the course of the 1990s, were led to believe that terrible deeds against America would go unpunished. A different lesson was taught in Iraq. Nowadays, the burden of the war, in blood and treasure, is easy to see, while the gains, subtle and real, are harder to demonstrate. Last month, American casualties in Iraq were at their lowest since 2003. The Sunnis also have broken with al Qaeda, and the Shiite-led government has taken the war to the Mahdi Army: Is it any wonder that the critics have returned to the origins of the war?

Five months from now, the American public will vote on this war, in the most dramatic and definitive of ways. There will be people who heed Ambassador Crocker's admonition. And there will be others keen on retelling how we made our way to Iraq.
